I use Photoshop Elements 6.0, and enjoy using the artistic effects in it so I can make a picture look like a painting. I'd like to find more software that does this sort of thing, either freeware or something under $40 hopefully. Got any ideas? Thanks!
Look in your brush icon and try the impressionist brush. You already have it, can't get cheaper than that!
While the impfree photo effects softwareressionist brush tool IS cool, I'd have to paint my own picture, and I don't have the time for that. I was hoping for an artistic filter that would do the trick for me. Also, there were some other replies here a few days back that seem to have been deleted - what's up with that!?

Corel Paint shop pro is pretty good. The program is around 40 dollars. If you go to the website they offer a free trial to see if you like it and they have other programs available.

free photo effects softwareI'm looking for recommendations for artistic effects photo software
